Delaware recreational cannabis license application window to open next week

The online application window for recreational cannabis business licenses in Delaware will open Aug. 19.

The Office of the Marijuana Commissioner will accept applications until Sept. 30, according to the Delaware News Journal.

Applicants that meet eligibility requirements will be entered into a lottery scheduled for late October.

The lottery will be managed by the Office of the Marijuana Commissioner, which will issue licenses beginning in November, the News Journal reported.

There are 125 total licenses available:

  • 60 for cultivation facilities.
  • 30 for product-manufacturing facilities.
  • 30 for retailers.
  • Five for testing facilities.

Delaware also will offer opportunities for social equity and microbusiness licenses that will be issued by county, the News Journal reported.

According to the news outlet, all applications must include:

  • A comprehensive business plan with an annual budget and financial statements.
  • Safety and security plans, including prevention of product diversion.
  • Operational, training and staffing plans, including a diversity goal plan.

The planned opening of the application window is two weeks ahead of schedule, the News Journal reported.

However, the original intended launch of the state’s recreational marijuana program was November 2024.
